Billing and Collection (B&C) provides service for water, sewer and refuse to the City of Odessa and its citizens. They also handle the billing for various sectors of the City, which in part includes Beverages, Ambulance and Miscellaneous Receivable.
Mission
The mission of Billing and Collection is to continually provide outstanding service to the citizens and City of Odessa through timely and accurate billing and collection of utility, ambulance, license and permit and miscellaneous accounts receivable transactions. To partner with the citizens of Odessa in meeting their information and service needs in relation to the variety of services provided.

How to Apply for Senior / Disability Rates
The eligibility requirements for the Senior/Disability Residential Rate are:
- Be at least 65 years of age or show a disability in the same manner as it used to show a disability for homestead exemption under Chapter 11 section 11.13 (c) of the Tax Code
- The city utility account must be in the person's name
- The person must reside at the address for the account (only one residence in our service area is eligible)
- The person must file the eligibility contract with the city and show proof of eligibility

New Service Information
Deposits
- $30 for a Single Residential Account
- $35 for a Single Residential Account in Outside City limits
- $125 for an account in which the applicant is a renter.
- if renter can demonstrate “good utility credit” deposit will be reduced to $60
- $200 minimum for two or more Residential, Multi-unit, or a Commercial account, depending on a 12 month average of either the new customer from a previous location, or, prior customer at location of new service and/or another account of similar type and/or size.
Service Fee
$15 New Service fee will be billed on the first bill. If transferring service, there is a $15 transfer fee on the first bill at the new address.
Water Rates
The water rates will differ for Residential, Multi-Unit Residential or Commercial accounts (see water rate schedule). The meter is read once per month at different times of the month depending on the area of town. This service is billed according to consumption registering on water meter. We bill per thousand gallon(s) of water. Our meter is read from left to right. We do not pick up the last three numbers to the right, which would be the ones, tens, and hundreds of gallons. (See example attached) Rates outside the City limits are one and one-half times the inside City limit rate.
Sewer Rates
All new Residential (1 to 3 units) accounts start at $53.27, which is a 7,000 gallon average usage. The 7,000 gallon(s) average usage at the Senior/Disability Rate is $41.85. An average consumption is figured using the billings for the month of December, January, and February. A sewer rate is assigned to the account, based on this average. This rate goes into effect the following April 1st. Sewer rates are subject to change on April 1st of each year depending on an average of the three previous winter months. Sewer rates on Commercial accounts or Multi-family Residential accounts are based on actual monthly consumption of water. Rates outside the City limits are one and one-half times the inside City limit rate.
- Unmetered accounts inside the City limits are billed a flat rate of $53.27 (or $41.85 based on the Senior/Disability Rate).
- Unmetered accounts outside the City limits are billed a flat rate of $80.03 or $62.75 based on the Senior/Disability Rate).
Trash Rates
Inside City Limits
- Residential accounts (1 to 3 units) are currently billed $23.18 per unit per month plus sales tax.
- Multi-unit accounts (4 or more units) are currently billed $12.01 per unit plus sales tax.
- Commercial Trash accounts for three cubic yard (3 cv) are billed according to the number of containers and the number of pickups each week:

Commercial customers that have separate accounts my share a container that required only 2 times per week pick-ups. The rate for sharing a container shall be $45.51 per month per customer, plus any sales tax. Restaurant customers and heavy commercial customers (determined by Solid Waste Superintendent or representative) will not be allowed to share.
Commerical Trash accounts for four cubic yard (4 cv) containers are billed according to the number of containers and the number of pickups each week:

Commercial customers that have separate accounts my share a container that required only 2 times per week pick-ups. The rate for sharing a container shall be $59.42 per month per customer, plus any sales tax.
Outside City Limits
- Residential accounts (1 to 3 units) for three cubes yard(3cy) are currently billed $78.21 per unit per month plus sales tax for twice a week pick-ups or $56.28 per unit per month plus sales tax for once a week pick-ups. The frequency of pick-ups shall be solely determined by the Solid Waste Superintendent.
- Residential accounts (1 to 3 units) for four cubes yard(4cy) are currently billed $94.28 per unit per month plus sales tax for twice a week pick-ups or $75.83 per unit per month plus sales tax for once a week pick-ups. The frequency of pick-ups shall be solely determined by the Solid Waste Superintendent.
- Commercial Trash accounts for three cubic yard (3 cv) are billed according to the number of containers and the number of pickups each week:

Kiosk
It's located on the southside of City Hall. Payments can be made 24 hours a day, 7 days a week using your utility bill account number. Payments can be made by cash, checks, credit/debit cards.
Autopay
Utility bills may be set up with autopay on the due date using your bank account. Using autopay will avoid the delinquent account fees. To set up autopay: Customer Portal.
In Person
Walk-up payment windows are open Monday through Friday on the first floor of City Hall from 8 am to 5 pm. Drive - thru is available from 7:30 am to 4:30 pm located on the West side of the City Hall building.
Delinquent Fees
A delinquent account fee in the amount of 5% of the unpaid balance is applied to all water, sewer, and trash accounts which remain unpaid 25 days after the billing date. The ordinance calling for the delinquent account fee was passed by the City Council on November 23, 1999 and went into effect on April 1, 2000.

Stormwater Discharge Rates
The Stormwater Discharge fee was established in 2009 to fund a stormwater discharge program as required by the State of Texas. The only rate increase was passed by City Council in July of 2012.

Beginning with the 11/01/2022 utility statements (water and sewer consumption effective 10/01/2022, your utility bills will be calculated according to the following rate schedule. These rates are based on an analysis of the cost of providing service to the various customer classes.

Cost of Water Loss
The average household’s leaks can account for more than 10,000 gallons of water wasted every year. You are paying a minimum of $726 a year for that lost water. Save water and money by knowing the water usage and loss at your home.
For approximately $20, the average homeowner can install two low-flow shower-heads, place a toilet dam in the toilet tank, install low-flow aerators on faucets, and repair dripping faucets and leaking toilets.
