1. When do I need a Certificate of Occupancy (C/O)?

Certificate of Occupancy shall be required for any:

• Change in business, ownership or management within a building
• Occupancy and use of a building hereafter erected or structurally altered
• Change of use of an existing building to a use of a different classification

No building or structure shall be used or occupied, and no change in the existing occupancy classification of a building or structure or portion thereof shall be made, until the Building Official has issued a Certificate of Occupancy.

2. How much does a Certificate of Occupancy (C/O) cost?

The cost of a Certificate of Occupancy is $100. The fee will be due once the application and all documentation has been reviewed by the Building Inspection Department and Fire Department. On permitted new construction, addition or remodel, a Certificate of Occupancy is issued at the completion of the project at no charge.

1. What is a Community Development Block Grant (CDBG)?

The Community Development Block Grant is a federally funded grant program administered by the U.S. Department of Housing and Urban Development (HUD), aimed to assist low to moderate-income communities in community development projects. Every year, the City of Odessa receives approximately $870,000 from HUD to fund high priority community Development Projects.

2. What type of programs and projects are eligible for Community Development Block Grant (CDBG) funds?

CDBG funds can be used for a wide range of activities such as housing rehabilitation, code enforcement, acquisition of real property, demolition, infrastructure and public facility improvements, economic development, and social services. The primary eligibility requirement for any such activity to be funded is that the project or program principally benefits low and moderate-income persons in designated census tracts. The U.S. Department of Housing and Urban Development (HUD) defines low and moderate income as a household that is at or below 80% of the median income for the area. These income guidelines are adjusted annually.

3. What is the City of Odessa's annual Community Development Block Grant (CDBG) Program Cycle?

1. The city receives notice from the Housing and Urban Development Department (HUD) announcing the City’s annual allocation of Community Development Block Grant (CDBG) funding amount.
2. The city issues public notices that CDBG funds are available and applications are being accepted.  The application submission deadline is the 3rd Monday in May.
3. The city issues public notices announcing Public Hearing dates, times and locations to provide citizen input on priority needs/projects for funding consideration.
4. Community Development staff reviews applications for completeness and eligibility/fundability. 
5. Eligible applications are presented to the City Council for project approvals and allocation of funds through the adoption of a resolution. (June)
6. Community Development staff prepares the city’s annual "Action Plan" and makes the draft available for 30-days of public review and comment.
7. The Action Plan is presented to the City Council for approval before submission to HUD for acceptance. (July - August)
8. Contracts between the subrecipient and the city are prepared and executed. (August - September))

4. What special regulations apply to the various types of projects that can be funded?

Public Facilities/Infrastructure Projects - Parks, sidewalks, community centers are all examples of eligible public facility projects. Eligibility requirements for park and sidewalk projects include: 

1. Low/Mod Service Area. The area to be served by the project (where people live who will use the facility) must have an overall low/mod population of at least 51%. 
2. Residential Area. The service area must be primarily residential in nature. 
3. Public Facilities are generally defined to be either publicly owned or owned by a non-profit and operated so as to be open to the general public during normal operating hours. 
4. Reasonable Fees. If fees are charged for the use of the facility they must be reasonable and not have the affect of preventing low/mod individuals from using the facility. 
5. Low/Mod Clientele. 51% or more of the people using the facility must be low/mod (documentation required) 
6. Program Income. Net profits from use of the facility are considered program income and must be reported and possibly returned to the City’s HUD CDBG account. 

Public Services (funding programs that benefit low/mod individuals) 

1. Supplanting other funds. HUD will not allow CDBG funds to be substituted for funds that were previously paid by the City or the State for that same program. For example, if CDBG funds are awarded to a project, any funds awarded to the same program should not be lower than the city’s funding during the previous year. New program/Quantifiable Increase. The non-profit has to show that funding is requested for either a new service (such as a new program the non-profit was adding) or for a quantifiable increase in the level of service (such as they are adding a new councilor because of the increase in the number of clients and are asking for more money to cover that salary) Funding Cap. HUD limits the funding of public service category projects to 15% of the annual allocation. Beneficiaries. 51% or more of the beneficiaries must be from a low/mod household. Housing Activities Income Eligibility. The family or person receiving direct assistance must provide extensive documentation to show that their annual income does not exceed the income limits. Lead Paint. For housing rehabilitation, each house built before 1978 must be tested for lead paint. The type of remediation required is based on the amount of CDBG funds used in the project. Davis Bacon Act. For rehabilitation projects, if more than 7 houses are included in the program, then the entire project must comply with Davis-Bacon Act requirements (federal wage rate/certified payroll compliance). Relocation Assistance. Tenants (renters) who must move out of a home because it is being sold/acquired in a transaction where CDBG funds are included (1st time homebuyer program, for example) may be eligible for relocation assistance under the Uniform Relocation Act (URA). Since funding is not available for this, our First Time Homebuyer program does not consider a house to be eligible if it is currently occupied by someone other than the purchaser or homeowner/seller. Voluntary relocation during renovation does not fall under the URA. Clearance Activities This category has been used by the City to fund the demolition of unsafe structures. Because substandard structures have a negative effect on surrounding properties, the National Objective usually used for these programs is the Prevention/Elimination of Slum or Blight on a spot basis. Vacant/unoccupied structures will be demolished. Documentation. The City must be able to objectively document the blighted condition of the property. Rehabilitation. Rehabilitation of buildings under this national objective is permitted, but only to the extent necessary to eliminate specific conditions detrimental to public health and safety. Program Administration Program administration costs include staff and related costs required for overall program management, coordination, monitoring, reporting, and evaluation. Funding Cap. HUD limits the funding of program administration costs to 20% of the annual allocation.

Non-profit organizations located within and/or serving residents of Odessa are eligible to apply for CDBG funds. For previous subrecipients to be considered for CDBG funding, the organization must be in good standing with the City and HUD and must be up to date on all required reporting.

1. What is Coronavirus Disease 2019 (COVID-19)?

COVID-19 is a novel (new) coronavirus with origins from bats. The disease, abbreviated COVID-19, is not the same as the coronaviruses that commonly circulate among humans and cause mild illness, like the common cold. This novel coronavirus strain is capable of causing more severe respiratory disease than previously circulating coronaviruses. Due to the severity of the disease caused by COVID-19 new recommendations for screening and isolation of these patients are recommended.

2. How is COVID-19 spread?

COVID-19 is spread:

• Between people who are in close contact with one another (within about 6 feet)
• Person-to-person - the virus is thought to spread mainly from person-to-person
• Spread from contact with infected surfaces or objects
  • It may be possible that a person can get COVID-19 by touching a surface or object that has the virus on it and then touching their own mouth, nose, or possibly their eyes, but this is not thought to be the main way the virus spreads
• Through respiratory droplets produced when an infected person coughs or sneezes - these droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs

3. What are the symptoms of COVID-19?

Patients with COVID-19 have reportedly had mild to severe respiratory illness with symptoms of:

• Cough
• Fever
• Shortness of breath
• Other flu-like symptoms (sore throat, runny nose)

4. How can I help protect myself?

There are simple everyday preventive actions to help prevent the spread of respiratory viruses. These include:

• Avoid close contact with people who are sick.
• Avoid touching your eyes, nose, and mouth with unwashed hands.
• Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.

1. What is disc golf?

Instead of clubs, balls, and a hole in the ground, disc golf enthusiasts use discs and baskets (pole holes). Disc golf shares similar joys of combining power and finesse on a long drive or sinking a long putt, or the frustrations of hitting a tree or having a putt fall just short.

Disc golf is very unique in that it is enjoyed by all ability levels and by those of school age or older. If you can throw a frisbee, you can play disc golf!  Many disc golf players are members of the Professional Disc Golf Association, the governing body for the sport, which sanctions competitive events for all skill levels and ages, and provides many player services such as maintaining a course directory and establishing rules of play.

1. What is a right-of-way?

All publicly owned streets, alleys, or other public property within the City are considered right-of-ways.

2. How much right-of-way does the City have in the street?

Typically, the City owns from curb to curb plus an additional 0 to 20 feet of property behind each curb.

3. Who can work in the right-of-way?

In residential areas, the homeowner can do the work or hire a contractor. In commercial areas, a contractor who is bonded and insured with the City of Odessa must do all of the work in the right-of-way.

4. When do I need a permit?

All construction within the Public right-of-way of the City will require a permit. Examples are: construction or demolition of curbs, sidewalks, or driveway approaches; construction of fences or landscaping; etc.

5. Is there a charge for a right-of-way permit?

Yes, there is a nominal fee to cover inspection expenses. The amount of the fee varies with the value of the construction. The minimum fee is $25. For more information, contact the Engineering Division by calling 432-335-3242 or by email.

6. Do I need a permit to paint addresses on the curb?

Yes. Any vendor offering this service in the right-of-way must be permitted with the City. This permit fee is $10, and the permit is valid through the end of the year.

Painting of addresses on the curb is not a requirement of the City.

7. When putting in a mobile home, or building a house on a lot, what are the right-of-way requirements?

Typically, a sidewalk will be required and a drive approach with paved or concrete parking for two vehicles. Wheelchair ramps are required on corner lots.

8. When is an inspection required?

An inspection is required when all concrete has been removed, all excavation is complete and all forms are installed, and prior to the placement of any concrete or asphalt in the right-of-way.

9. How wide can I build my drive approach?

Drive approaches may be:

• Commercial approach: 24 to 35 feet wide
• Residential approach: 9 to 30 feet wide

10. Why don't I have a sidewalk on my property?

The construction of the sidewalk is the responsibility of the developer or the property owner at the time that the property is developed. If a property owner wants sidewalk on a lot that is already developed, this work will be the responsibility of the property owner, and a permit will be required.

11. Will the City repair my broken sidewalk?

Sidewalk maintenance is the responsibility of the property owner. Existing sidewalks can only be removed if it is replaced by new sidewalk.

12. Where do I get a permit, call for an inspection, or ask questions?

13. For how long is my permit valid?

1. What is a comprehensive plan?

A City’s comprehensive plan can be defined as a long-range planning tool that is intended to be used by City staff, decision-makers and citizens to guide the growth and physical development of a community for ten years, twenty years, or an even longer period of time. It is a vision of what the community can become and is a long-range statement of public policy.

Goals

In basic terms, the primary objectives of a comprehensive plan are to accomplish the following:

• Coordination of public and private investment
• Cost-effective public investments
• Efficient delivery of public services
• Management of growth in an orderly manner
• Minimization of potential conflicts between land uses
• Be a rational and reasonable basis for making decisions about the community

Components

Comprehensive plans include the important Future Land Use and Transportation Plans which, together, set the development framework from the community. These two important features help the community coordinate future land use, transportation and infrastructure decisions, such as:

• New fire stations
• New Parks
• New water and sewer lines
• Right-of-way acquisition for future roadways

The comprehensive plan also helps to serve as a basis for development regulations, such as Odessa’s Zoning Ordinance, Subdivision Ordinance, landscape standards and signage regulations.

2. Why is Odessa preparing a comprehensive plan?

The last comprehensive plan for Odessa was completed in 1988. On average, communities update their Comprehensive Plans every five to ten years, depending on how rapidly the community is developing. Updating the community’s comprehensive plan ensures that plan recommendations are relevant and applicable. It also ensures that the goals, objectives and recommendations are in-line with the overall community vision as defined by Odessa’s residents.

Odessa is currently experiencing rapid growth due to the reemergence of the oil and gas industry in the Permian Basin. Defining the community’s vision and setting new recommendations will help to guide growth as it occurs and will ensure that new growth reflects the desires of Odessa’s residents. This Comprehensive Plan, Envision Odessa, will help to guide current and future governing bodies, such as City Council, the Planning and Zoning Commission and City Departments, as daily decisions are made on the growth and development of Odessa.

3. How does a comprehensive plan impact me?

Think about the neighborhood you live in. Your neighborhood, most likely, began with a vision. Think about where you get your groceries, where you take your children to school, where you go to the movies, where you shop or work, which park you go or what you do on the weekend. Most of these things did not occur by chance but were most likely rooted in some type of vision or plan.

Envision Odessa will set the vision for the community for the next 20 years. The next park, shopping center, residential neighborhood, etc. will be based upon the plan. A revitalized downtown Odessa and fixing the community’s great neighborhoods begin with a plan.

1. Why is a fire engine sent when I call for an ambulance?

Odessa Fire Rescue has all eight engines staffed with paramedics and are equipped as advanced cardiac life support first responders. This gives the engine crew the capability to provide advanced airway access and administer cardiac drugs. A fire engine is sent automatically to assist on most emergency medical services calls.

2. How can I get a copy of a fire report?

Fire reports may be obtained from Odessa Fire Rescue Administrative offices at 1100 W 2nd Street, Odessa, TX. We are open Monday through Friday, 8 am to 5 pm, and may be reached by calling 432-257-0518.

3. How can I get a copy of an emergency medical services (EMS) patient report?

To obtain a copy of an EMS patient report or the actual patient or a medical authorization signed by the patient, you must present a proper ID. Due to medical information on the report, we can only release these reports with the patients consent. These reports are available at Fire Administration located at 1100 W 2nd Street, Odessa TX, 79763, Monday through Friday between 8 am and 5 pm. There is a $2 charge for report copies.

4. How do I request a tour of a fire station?

Fire station tours can be arranged by appointment through the Odessa Fire Rescue Public Education Office. For more information, please contact the Fire Marshals Office at 432-257-0502.

5. Do I need to register my Fire Alarm or Medical Alarm?

Medical Alarms are not required to be registered with the City of Odessa. However, Fire Alarm systems must be registered. This includes residential and commercial alarm systems. Registration forms may be obtained through the Odessa Police Department Records Division. Commercial alarm fees are $25 for new registration and there is a $20 yearly renewal fee. Residential alarm fees are $20 for new registration and there is a $15 yearly renewal fee. Fines may result in failure to register an alarm. The City of Odessa will record false or mistaken alarms. Citations may be issued for three or more false/mistaken alarms within a 12 month period.

6. Is there an arson hotline?

The Odessa Fire Marshals office recommend two ways of reporting information on an Arson. Citizens may call the Odessa Fire Marshals Office at 432-257-0518 to provide information. 7. How do I report a complaint about a fire hazard?

Hazardous conditions may be reported to the Fire Marshals office at 432-257-0518.

8. Can I get a fire engine to visit my children's school?

All requests for a fire department presentation can be made to the Fire Marshal at 432-257-0518.

9. How can I find out about safety programs for children and adults?

Several fire and injury prevention programs are available through the Odessa Fire Department at no charge. Programs are designed for pre-kindergarten to senior citizens. For more information, contact the Odessa Fire Marshals office at 432-257-0518.

10. What is the best kind of fire extinguisher for my house?

Fire extinguishers are designed for certain types of materials and situations. "BC" fire extinguishers are recommended for a kitchen. These extinguishers are designed to more effective on grease, oils, and electrical fires. An "ABC" fire extinguisher is good for common items such as cloth, paper, and other ordinary combustibles.

11. What about smoke detectors?

All homes should have a smoke detector in or near sleeping areas. Smoke detectors can be wired into the existing electrical system (with a battery backup) or battery operated. Smoke detectors have a life expectancy of 10 years, so change the batteries at least once per year, and replace the smoke detector after 10 years or when the detector fails to work and/or test properly. If you need assistance with the installation of a battery operated smoke detector, call Odessa Fire Rescue. We will provide a smoke detector to homeowners who need assistance.

1. Do I have to be a current resident of Odessa?

No, you do not have to be a resident of Odessa; however, the assistance is only available to households looking to purchase a home within the city limits of Odessa.

2. Can I buy a home in Midland?

No, the home can only be purchased within the city limits of Odessa.

3. Will I have to pay a mortgage?

Yes, our program only offers down payment and closing costs assistance. The applicant would be responsible for paying the mortgage every month.

4. Does my credit score matter?

Yes, your credit score will matter. Applicants will have to apply at one of the approved lenders for a mortgage loan; your credit score, credit history, and income will help the lender determine if you are eligible for the loan and the loan amount. If you are unsure of your credit score and history it would be in your best interest to visit Odessa Affordable Housing, Inc. (OAHI). OAHI will pull your credit report for a small fee and help determine whether you are ready to approach a lender for a mortgage loan.

5. The bank that I go to is not on your list of approved lenders. Is there any way that I could still receive the assistance but have the mortgage with my regular bank?

There are certain requirements that the banks must agree to in order to be a part of the program. We are always interested in expanding our list of participating lenders, and most banks have been contacted at some point in the past. If they agree to participate in the program, we will have them sign our Letter of Understanding, and then you could have your mortgage with this bank.

6. Do you provide a list of eligible homes or do I work with a realtor?

No, we do not provide a list of eligible homes. Approved applicants would need to work with a realtor to find a home in Odessa.

7. What happens if I choose a home that needs a lot of repairs?

The seller will need to agree to making the needed repairs before we will assist the homebuyer with the purchase of the home.

8. What if the home has evidence of lead-based paint?

The seller will need to be willing to have a lead-based paint conducted before we will assist the homebuyer with the purchase of the home. In the event that paint test positive for lead, the seller will have to agree to have the lead paint treated by a licensed lead-contractor. Depending on the severity and location of the lead paint, this can be expensive and the seller may not want to do this. In the case that the seller does not want to correct the lead paint issues we will not assist the homebuyer in the purchase of that home.

9. Can I use the assistance to purchase a mobile/manufactured home?

Unfortunately, mobile and manufactured homes are not eligible properties.

10. How often will I have to report to your office?

All assisted applicants will be required to report on an annual basis, typically on the anniversary month of the assistance. For those who purchased existing home they will be required to report annually for five years. For those who purchased a new home, they will report annually for ten years.

11. How long is the Homebuyer Education Course that I must attend to receive the assistance?

The total course is 8 hours. Odessa Affordable typically breaks this up into two, four hour sessions. Both of these sessions are held during business hours. All adults that plan to live in the house must attend this course.

12. What if I do not have a bank account?

Applicants must have a bank account to reflect two months of reserves of the mortgage payment.

13. What if I did not file my tax returns last year?

It depends on the reason for not filing your tax returns. Were you considered exempt from filing according to the IRS definition? Or did you just forget to file? In the case of the latter situation, you would be required to file before we could give a final approval on the application. In any other situations the applicant would be required to sign an affidavit certifying that they did not file their taxes for legitimate reasons.

14. Will I have to income qualify every year?

No, you will only need to income qualify for the initial approval.

15. What if I am suppose to receive child support but I don't receive those payments?

We understand that this happens. However, please bring proof that the absent parent is to provide you with child support. This information can be obtained from the Attorney General’s office.

16. I don't want to file for child support, am I still eligible?

No. This is possible additional income that is due to the household for the children involved. This additional income may cause an otherwise eligible applicant to become ineligible.

1. When can I start my project?

Approval will not be given for any projects already started or completed. You must wait to begin until final approval has been given by the City Council.

2. How long does the approval process take?

The approval process can be rather lengthy. Here is the process:

1. Once your application is received in the Downtown Odessa, Inc. (DOI) offices, it is reviewed by the Executive Director. If any questions or concerns are noted by the Director, those will be addressed with the applicant.
2. Once all relevant questions have been answered the Director will take the application to the Design Committee for review and approval.
3. If approved by the Design Committee, the Executive Director will present the application to the Odessa Development Committee (ODC) for approval.
4. If approved by ODC, a presentation will be made to the City’s Finance Committee.
5. After presentation to the Finance Committee, the application will be presented to the City Council for final approval.

Depending on the date the application is submitted to the DOI offices, it can take up to 8 weeks. If there are any concerns from any of the aforementioned groups, the process will take longer.

3. Do I need to attend any of the meetings?

Yes, all of them.

4. How long does it take to be reimbursed?

Once you have submitted all invoices and proof of payment to the Downtown Odessa, Inc. (DOI) offices, the information is compiled and sent for a review for compliance with all contract terms. The information is reviewed (check that all necessary permits were applied for and executed, a final inspection was conducted, the final work represents the proposed work, the grant amount requested versus the amount actually spent is correct, etc.), compared to the contract executed with the applicant, and then, upon completion of the review, sent to the City Manager's Office for approval, then onto the City’s Finance Department, who will issue the reimbursement check. This process may take up to 4 weeks.

5. How do I calculate what my reimbursement will be?

Infrastructure Grants are reimbursed on a 50/50 basis meaning the grant can be reimbursed at 50% with the applicant investing 50% of their own funds in the project. The amount of the grant is dependent on the tiered system, but in no event will be more than $200,000.

• For example, if your property is located within Tier 1, and your total project cost is $100,000, you are eligible to receive up to $50,000 for a Qualifying Infrastructure Project.
• If your property is located in Tier 2, and your total project cost is $100,000, you are eligible to receive up to $37,500 for a Qualifying Infrastructure Project.

Façade Grants are reimbursed on an 80/20 basis meaning the grant can be reimbursed at 80% with the applicant investing 20% of their own funds in the project. The amount of the grant is dependent on the tiered system, but in no event will be more than $25,000.

• For example, if your business is located in Tier 1, you can receive up to 100% of the total grant, which is $25,000
• Your total project cost would need to be at least $31,250 making the $25,000 grant 80% of the total cost
• 20% owner participation would be $6,250

6. Is there a timeline for finishing the project?

Yes. The project must be completed within one year of the approval date.

We are not under lockdown. The Shelter-in-Place order does limit non-essential travel, but you are still able to leave your home and travel into and out of the city to perform essential activities, operate essential businesses, or maintain essential governmental functions. On those occasions when you are out of your home for necessary tasks, stay at least six feet away from others.

2. How do I prove that I am allowed to be outside?

At this time there is no requirement of proof that you are allowed to be outside your residence because the Shelter-in-Place guidelines presume that citizens will adhere to their civic duty and follow the guidelines for the greater good of the community.

3. Is there a curfew in relation to the shelter in place?

No, a curfew has not been enacted for the Shelter-in-Place. There is an existing curfew for juveniles already in place.

No, the court will check its case information system, in an attempt to identify all of your cases. However, to prevent a case follow-up action including the issuance of a warrant, give the clerk all the information required to identify all your cases. Such information would include a valid identification, previous surnames, any other dates of birth used, etc. The court handles each offense that you have been charged with individually. If you were charged with more than one violation, the law requires you to respond to each one individually.

Yes a permit is required to install a photovoltaic system inside City Limits of Odessa. A permit is not required when located in the Extraterritorial Jurisdiction (ETJ). 2. What codes has your city adopted for photovoltaic systems (PV/Solar Panels)?

The city of Odessa has adopted the 2017 National Electrical Code (NEC), 2018 International Residential Code (IRC), 2018 International Building Code (IBC). When installing a PV system on residential, it shall comply with the 2017 NEC and 2018 IRC. When installing a PV system on a commercial building, it shall comply with the 2017 NEC and 2018 IBC.

You will need to submit 2 sets of paper plans and all required documents or you may email a digital set in PDF format to Building Inspection.

   1. Keep in mind, the feral cat issue is all over Odessa so it may take a week or so to get a trap set.
2. You can purchase your own trap and Field Operations will gladly service the trap for you (extract cat, reset, re-bait).

5. How many dogs / cats can I legally keep at my residence?

According to Article 2-3 Dogs and Cats (Section 2-3-1 Maximum Number), "It shall be unlawful for any person to keep, possess, or maintain dogs and/or cats in a total number exceeding 4 per premises," i.e. 2 dogs 2 cats, 1 cat 3 dogs, etc.

6. How often does my dog / cat / ferret need to receive the rabies vaccine?

According to Article 2-3 Dogs and Cats (Section 2-3-3), "The owner of each dog or cat four months of age or older shall obtain an annual vaccination-license certificate and tag from a veterinarian."

7. Will an Animal Control Officer come out and inspect my home / property to ensure my pets are within City ordinance?

Yes. Contact 432-333-3641 (the Odessa Police Department non-emergency number) and an officer will gladly come out and assist/inform you.

8. If I live in the county (red street signs) and have an animal issue, who do I contact?

If you live in the county, you need to contact the Ector County Sheriff’s Office at 432-335-3050.

9. If I want to report an animal related issue, can I stay anonymous?

Yes you can, but, we would rather you include our name and phone number so we may contact you if more information is needed. We never divulge your information.

10. If Animal Control picks up a stray animal and I want it, how can I adopt it?

All pets adopted from the Odessa Police Animal Shelter will be spayed or neutered per City ordinance unless the animal is too young at the time of adoption and a contract will be administered. Failure to comply will result in a citation.

9. What can I do if I have a problem with stray cats or wildlife, for example a skunk?

For any domesticated animal, such as a dog or cat, or wildlife such as skunks or foxes, please contact the Animal Control dispatch:

• Any complaints that occur within the City limits will need to be directed to 432-333-3641, opt 8 for Animal Control Officers 
• All complaints that occur within the Ector County limits will need to be directed to 432-335-3535 for Animal Control Officers 

Cat or wildlife traps are not available to be distributed to the public. Animal Control will not set traps in inclement weather, over weekends, or on holidays.

10. How long will my dog or cat be held if it gets impounded?

Dogs and cats that are not identified as having an owner are held for 3 days. Dogs and cats that have been identified as having an owner will be held for 10 days. After the holding period has concluded animals may be placed up for adoption, released to rescue, or humanely euthanized.

11. Can I call the Animal Shelter to check if my dog or cat was impounded?

No, per policy the shelter can not describe animals over the phone. You are welcome to come into the Animal Shelter as often as you like, during business hours, to look for your pet. 12. What can I do if I have a barking dog complaint?

No. It is mandatory for only one parent/guardian to participate in the training program. The training certificate is valid for one year and will be transferable to other family members participating in Odessa youth sports.

The SMART Parents Training certificate is valid for one year.

4. Why is this program mandatory?

The program has been proven to create a positive and wholesome environment for children participating in local youth sports. It is mandatory because the program has shown success only in instances where a representative of each child participated in the program, not within a voluntary system.

The online training system is compatible with smart phones, tablets and computers. If you are not able to complete the training online you may attend a local training in Odessa. Local trainings will take place at city parks.

We can tell you the source of the Funds. Many of the names listed on the City’s Unclaimed Funds List resulted from checks being undeliverable by the U.S. Post Office. For example, the City is often unable to deliver utility deposit refunds to former account holders by mail because they move without leaving a forwarding address.

2. Why does the City ask for "proof of your Social Security Number" as part of the request?

We do not require you to send us your Social Security Number, however it may be the only way we can positively match your name to a previous water and sewer account. To the extent provided by law, all claim information will be kept confidential.

3. Is there a charge for making or receiving a claim?

There is no charge to make or receive an Unclaimed Funds claim.

4. What if the City needs additional information about my claim?

If questions arise while processing your claim, a Finance Office employee will contact you by phone or U.S. postal mail.

The Billing and Collections Department provides service for water, sewer and reuse. They are located at 411 W 8^th Street and can be reached at (432) 335-3204.

The Water Distribution Division oversees issues pertaining to water leaks and sewer backups. If you need immediate assistance, please contact the Water Distribution Division at (432) 368-3561. 3. Why do I have low water pressure?

You may have low water pressure due to a cut off at meter not being completely open, a faulty water meter, a possible crimp in the service line, a water leak in your area, isolated water valves on main water supply (not open), or restricted water supply through your water softener due to a clog. You can check with neighbors to see if this is an isolated issue to your property or neighborhood wide.  If you are experiencing low water pressure, please call the Water Distribution Division at (432) 368-3561.

4. Who do I contact to find out who is working in the alley?

Contractors notify the City’s Engineering Division when conducting work in the City’s right-of-way (alleys and streets). For information regarding who is doing work in your area you can contact the Engineering Division at (432) 335-3242.

5. I have water coming out of my meter box. What should I do?

Water coming out of a meter box could be a sign of a possible leak. If you have water coming out of your meter box, please contact the Water Distribution Division at (432) 368-3561.

6. Why do I have discolored water coming from my faucet?

You may have discolored water coming from your faucet due to excessive iron or manganese coming from the main water supply line, possible water repairs or water valve maintenance in your area. 7. What do Plumbers mean when they reference the “City Side” of the sewer line?

When a plumber references the “City Side” of a sewer line they are referring to the portion of the sewer line that goes from the property line to the City main supply line located in the City’s right-of-way (alley or street).

8. Who is responsible if work needs to be performed in the “City Side” of a sewer line?

In accordance with Section 3-3-32 of the City Code of Ordinances, as a homeowner you are responsible for maintaining all sewer facilities from the City main to the point of use. This includes all facilities that lie in the public right of way and utility easement. However, property owners are not allowed to perform plumbing work past the property line in the City’s right-of-way, only an approved contractor can perform said plumbing work.
